Has Germany banned fracking?

Some memes claim that Germany has banned fracking (1), that sounds great but the memes don’t give any reliable references to substantiate the claim, and a few minutes research shows information from July this year which indicates that the ban is only a proposal, and it’s not very comprehensive (2) (3) (4).
If Germany does ban fracking there will surely be a legal challenge, like what apparently happened in France (5) (6).
I’d love to say “Well done Deutschland” but I’m not going to celebrate yet…

Renewable energy: solar roadways

With solar roadways (1) waiting to happen (thank you Damian McNeill for the suggestion) and with reports that residential solar systems are surging, why do power companies resist it so much (2) (3) instead of adapting and embracing the change?
